Virginia is unique in having independent cities that are separate from counties. This means Virginia has 95 counties plus 38 independent cities, each with their own court system.
For domestic violence convictions under Va. Code §18.2-57.2, first-time offenders may be eligible for a first offender disposition under §18.2-57.3, which may require life skills. Courts may also order a certified batterer intervention program for DV cases.
